COORDINATING LEGAL TECHNOLOGY IN THE FIELD OF EMPLOYMENT IN THE LITHUANIAN REPUBLIC

In the Republic of Lithuania, great importance today is attached to issues of ensuring employment of the population. The Lithuanian Government quite rightly believes that the effectiveness of the application of labor standards can be achieved, inter alia, through the widespread use of coordination mechanisms.

Interestingly, such mechanisms are considered in conjunction with state control activities in this area. They are also reflected in the regulatory legal acts of the Republic of Lithuania.

For example, based on Article 13. “Entities Responsible for the Making, Organizing, Managing, Supervising and Implementing the Employment Support Policy” Law on employment of the Republic of Lithuania dated June 21, 2016 No. XII-2470 [1] “1. The employment support directors responsible for the organization of policy, its coordination and control are: 1) the Government of the Republic of Lithuania; 2) the Ministry of Social Security and Labor of the Republic of Lithuania (hereinafter referred to as the "Ministry of Social Security and Labor") and other ministries.

3. Employer support policy makers responsible for organizing, coordinating and supervising policies referred to in paragraph 1 and above should formulate policies in consultation and coordination with social partners.

4. The developers of employment support policies responsible for the organization of the policy, its coordination and control mentioned in clause 1 and clauses 1 and 2 of clause 2 of the above should evaluate the effectiveness of the provision of services in the labor market and the implementation of employment support measures by interviewing applicants and employers, evaluation of statistics and organization of research and publish the results of the evaluation. "

As stipulated by Article 14. “Remit of the Government of the Republic of Lithuania” “The Government of the Republic of Lithuania: 3) coordinates the activities of ministries, other institutions and organizations related to employment support”.

By virtue of Article 15. “Remit of the Ministry of Social Security and Labor and Other Ministries” “1. The Ministry of Social Security and Labor: 2) coordinates, analyzes and monitors the implementation of the employment support policy in accordance with the European Union employment strategy. ”

Article 16. “Remit of the Lithuanian Labor Exchange, Local Labor Exchanges and Other State Institutions and Organizations” defines that “3. The Lithuanian labor exchange: 7) organizes and coordinates the provision of professional rehabilitation services in the manner prescribed by the Law of the Republic of Lithuania on the Social Integration of Persons with Disabilities, and implements special legal acts ... 4. The local labor exchange: 4) develops and approves in agreement with the Lithuanian Labor Exchange programs for the implementation of active labor market policies planned for the current year, and publishes such programs. ”

Thus, through the use of legal coordination mechanisms, coordination legal technology, the state authorities of the Republic of Lithuania are able to achieve great results in ensuring employment of the population of Lithuania.
