Cooperation between the state authorities of the Republic of Lithuania and national non-governmental organizations of Lithuania has long been sufficiently high-quality and fully regulated by means of the coordination mechanism.
In particular, according to Article 3. “Principles of determination, formation, and implementation of a development policy of non-governmental organizations as well as principles of cooperation of state and municipal institutions and agencies with non-governmental organizations” Law Republic of Lithuania “On development of non-governmental organizations "19 December 2013 No XII-717 [1]" The main principles for the definition, formation and implementation of the policy of development of non-governmental organizations, as well as the principles of cooperation between state and municipal institutions and institutions with non-governmental organizations are: 3) inter-agency coordination - in resolving issues related to the development policy of non-governmental organizations, within the framework of which state and municipal institutions and institutions communicate and cooperate with each other; 4) participation - issues related to non-governmental organizations, and their activities are decided in advance in coordination with non-governmental organizations and with the participation of their representatives ”.
Based on Article 4. "Institutions and agencies forming and implementing a development policy of non-governmental organizations" "2. The very process of shaping the development policy of non-governmental organizations is organized, coordinated and implemented by the Ministry of Social Security and Labor of the Republic of Lithuania.
5. When implementing the development policy of non-governmental organizations, the Ministry of Social Security and Labor of the Republic of Lithuania: 4) coordinates the activities of state and municipal institutions associated with non-governmental organizations.
As provided in Article 5. "Cooperation of state and municipal institutions and agencies with non-governmental organizations" "Cooperation of state and municipal institutions and institutions with non-governmental organizations is carried out by: 1) providing information on the activities and policies of cooperation between state and municipal institutions and institutions in order to coordinate them with non-governmental organizations working in specific areas;
2. Having received a written request from a non-governmental organization to coordinate draft legal acts with it, state and municipal institutions and institutions must consult with the organization that submitted the request in the manner prescribed by the laws of the Republic of Lithuania. "
We believe, in this regard, that this kind of coordination is not only based on the current legal doctrine [2], but also has a highly practical importance in the field of public administration of society.
