In the last decade, there has been an increased interest of both representatives of science and practitioners in the category of "coordination". Such attention is not accidental. It is the phenomenon of coordination that makes it possible to solve seemingly insoluble problems, to remove significant contradictions that objectively arise between people in the course of their daily activities.

From the very concept of coordination comes its focus on a specific result, and the result here can only be an increase in the effectiveness of coordinated actions and efforts. By the way, the modern level of socio-psychological development of the problems of joint activity as its distinctive features allows us to name the coordination of general and private actions.

It is interesting to consider how effective coordination in national legislation is in the case we are investigating.

Unlike other European countries, coordination norms in the British anti-spam legislation are vital due to the complexity and complexity of the law [1, 145].

In particular, the general legislation of the UK implies the problem of spam and the need to combat it only as the imposition of other people's goods and services on the consumer, although the question should be looked at more broadly. Spam is not limited to unsolicited advertising, as it can be messages asking for help of a social nature, political messages, etc.

Special legislation on computer security provides for liability for spam only if it is malicious, that is, responsibility does not come for spam itself. And viruses that penetrate computer systems together with spam.

Individual UK by-laws in this area have not been coordinated for a long time.

The first (and so far the only) coordination act in this area adopted in order to combat spam (unwanted computer information) in the UK in 2003 was the regulation The Privacy and Electronic Communications (EC Directive) Regulations 2003 (rEgulation on Private Information and Electronic Communications 2003) [2].

This Provision builds an interesting scheme of rights protection: companies are required to obtain the permission of an individual before sending him messages by e-mail or SMS (the provisions of the law also apply to phone calls and faxes).

However, this act is far from perfect: for example, it does not cancel or change the acts adopted earlier in this area, which creates legal conflicts.

In addition, legal entities under this law are not protected from spam: its provisions apply only to messages sent to the addresses of individuals, although it is obvious that in reality it is difficult to track. Moreover, in modern conditions, legal entities need obviously no less protection from spam than individuals.

Nevertheless, this act can still be considered the first result of many years of coordination of the norms of British law on combating spam.
