Coordination is seen as a principle of construction of the power system.
Much the same is noted in Report of Environment Department: Draft Supplementary Planning Guidance – Design Guidance for St. Helier – draft for consultation [1]. In Report of Keeping Jersey Special states that «...for a balance in policies has been reinforced by a growing coordination of work across departments that has highlighted common...pillars of policy and furthermore, has shown a degree of coordination between Departments that might not have always been evident...» [2].
Lack of coordination is indicated as one of the causes of low efficiency of government, as stated in Report of Machinery of government review: «...Chairmen of Scrutiny, and a lack of coordination by the Chairmen’s Committee of...Furthermore, it is hoped that there can be coordination, without overriding the prerogatives...reviewed» [3].
In Administrative Decisions (Review) (Jersey) Law 1982, as amended - report of the Administrative Appeals Panel for 2002 indicated that «The Committee nevertheless conceded that there had been a lack of coordination between the Property Services Department, which had written to the Complainants setting out the full terms of the transaction...» [4].
Identify and solve problems of lack of coordination in the activities of the higher authorities.
Thus, in States Assembly - Annual Report 2006 сообщалось, что «...becoming difficult to schedule meetings when so many different groups are operating, and the Chairman will call for improved coordination in this regard. The Panel considers it essential that further training in report production and methods of conducting...» [5].
Sometimes, on the contrary, there is a good coordination, such as in Jersey Multi-Agency Public Protection Arrangements (JMAPPA) - Annual Report 2014: «Overall the JMAPPA process is characterised by excellent coordination supported by a commitment of member agencies to make a positive contribution to Jersey’s public safety» [6].
Thus, coordinating legal technology is the basis for building an executive system on the island of Jersey. This is evidenced, inter alia, by the significant attention paid to coordination, its achievements or shortcomings, in the reporting of the executive authorities of the island.
